Hazard Identification and Risk Assessment (HIRA)
It is a process used to identify hazards, analyze or evaluate the risks associated with them, and determine appropriate control measures.
Purpose of HIRA
To prevent accidents and incidents.
To ensure safe working conditions.
To comply with legal and organizational safety requirements.
To support continuous improvement in health and safety.
Steps of HIRA
Identify the Activity
Understand the task or operation being performed.
Identify the Hazards
Look for sources of potential harm:
Physical (machinery, noise, heat)
Chemical (gases, flammable liquids)
Biological (bacteria, viruses)
Ergonomic (poor posture, repetitive tasks)
Electrical, fire, height-related, etc.
Assess the Risks
Analyze the likelihood and severity of harm occurring.
Often done using a Risk Matrix (Low, Medium, High).
Evaluate Existing Controls
Check if current controls are adequate (PPE, guards, procedures).
Apply Additional Controls
Use the Hierarchy of Controls:
Elimination
Substitution
Engineering Controls
Administrative Controls
PPE
Review and Monitor
Update HIRA when there are changes in process, incidents, or periodically.
